STATE HOUSE
The President of Uganda is provided for under Article 98 of the Constitution of the Republic of Uganda. The mandate of the President is provided for under Article 99 of the Constitution where all executive authority in Uganda is vested in the President. Article 108 of the Constitution also provides for H.E, the Vice President.
The institution of State House facilitates and supports the President, the Vice President and their families and provide the official linkages with government, foreign diplomats and the general public. The mandate of State House is to provide at all times, support to the Presidency in order to facilitate effective and efficient performance of its constitutional and administrative responsibilities as well as to cater for the welfare and security of the President, the Vice President and that of their families.
Office of the Principal Private Secretary to the President, Molly Naawe Kamukama
The Private Office and Household of H.E the President is headed by the Principal Private Secretary (PPS) as the overall coordinator, supervisor and manager of the related staff and functional units. All heads of related units as well as private secretaries report to the PPS.
Office of the Deputy Principal Private Secretary to the President
The Deputy Principal Private Secretary (DPPS) assists the Principal Private Secretary in general administration and management of selected correspondences. In addition, to reduce the span of control and enable the PPS operate more efficiently, some of the Private Secretaries are required to report directly to the DPPS from time to time.

Office of the Prime Minister (OPM) is a Government Ministry through which the Prime Minister of Uganda provides leadership to the Ministers under the Executive Arm of Government. The Prime Minister is the Leader of Government Business in Parliament established by the Constitution of Uganda under Article 108A. This specifies, in addition, that the Premier is responsible for coordination and implementation of Government Policies across Ministries, Departments and other Public Institutions.
This Ministry has a long-term mission to instil and maintain efficient and effective systems in Government that enable Uganda to develop rapidly. This Ministry commonly called OPM is made up of various directorates including: Strategic Coordination & Implementation; Monitoring and Evaluation; Directorate in charge of Disaster Preparedness, Management and Refugees; Directorate in Charge of Special Programs of Northern Uganda, Karomoja, Luwero - Rwenzori and Teso Sub regions Affairs; and Directorate of Administration and Finance.

Office of the President (OP) is a Government Ministry through which the Minister for the Presidency on behalf of the Executive provides leadership in public policy management and good governance for National Development. This Ministry was established by the Constitution of Uganda under Articles 98 and 108 which specify that there shall be a President of Uganda who shall be the Head of State, Head of Government and Commander-in-Chief of the Uganda Peoples Defence Forces (UPDF) and the Fountain of Honour.
This Ministry commonly called to as OP is made up of various departments including: Cabinet Secretariat, Directorate of Ethics and Integrity, Directorate of Economic Affairs and Research, Security/Intelligence Organizations (Internal Security and External Security Organization); and National Honours and Awards Chancery, among others.
3.1 Mandate
The Office of the President is empowered to:
• Support the provision of overall leadership in public policy management and promotion of good governance in public institutions;
• Provide efficient and effective support to Cabinet in discharge of its constitutional mandate of formulating and implementing government policies;
• Cultivate and promote a favourable positive image of Uganda for enhancement of trade, investment and national culture;
• Ensure that Government policies, programs and projects are adequately communicated, monitored and evaluated;
• Mobilize the population towards achieving social and economic development and to promote "Prosperity for All" programs;
• Coordinate all Agencies fighting the HIV/AIDS Pandemic;
• Detect, prevent and curtail the commission of politically motivated crime and provide intelligence information to other agencies;
• Promote good governance in public institutions and civil society; and
• Ensure the welfare and security of the President, Vice President and their families in an atmosphere of dignity and comfort.

Ministry of Works and Transport is a Government Ministry responsible for one of the most important sectors that has a responsibility to plan, develop, and maintain transport infrastructure and engineering works in the country. This Ministry aims to have the highest possible level of an economic, efficient and effective transport and engineering works infrastructure in the country.
Ministry of Works, as it is commonly known, engages in the monitoring and provision of transport infrastructure support functions, regulatory functions and research activities related to roads, rail, water or air transport and other engineering works on behalf of Government of Uganda.
Ministry of Works is comprised of a number of Directorates which include: Transport, Engineering and Works; Finance and Administration, among others. In addition, there are other bodies like National Roads Safety Council and Transport Licensing Board affiliated to this Ministry. The Ministry also deals with specialized transport and engineering works agencies like: Uganda National Roads Authority (UNRA), Civil Aviation Authority (CAA), and Uganda Road Fund to achieve its objectives.

The Ministry of Water and Environment is a Government Ministry mandated to ensure provision of quality water and environmental protection services in the country. This Ministry is one of the key social service delivery sectors charged with management and sustainable utilization of water and environment resources for the betterment of the population of Uganda.
Ministry of Water as it is commonly known, has Directorates that include: Water Resources Management, Water Development, and Environmental Affairs. The Ministry of Tourism, Wildlife and Antiquities is a Government Ministry with a responsibility to sustain tourism, wildlife and cultural heritage. This is aimed at contributing to transforming Uganda into a prosperous country. The Ministry of Science, Technology & Innovation (MoSTI) is a Government institution which was created in June, 2016 in recognition of the need by Government to explicitly prioritize issues relating to the Science, Technology and Innovation (STI) as a key driver for economic development.
Mandate
• It is mandated to provide overall guidance and coordination for scientific research, development and the whole national innovation system in Uganda.
• It is also mandated to provide leadership, an enabling environment and resources for scientific research and knowledge-based development for industrialization, competitiveness and employment creation leading to a sustainable economy.
MoSTI has three (3) directorates which include: Science, Technology and Innovation Regulation, Science, Research and Innovation, and Techno-prenuership. The Ministry of Local Government is a Government Ministry responsible for guidance and overall vision of Government in local Governments. The Ministry oversees the Government structures and operations at local levels in Uganda such that they are harmonized and supported to bring about socio-economic transformation of the whole country.

The Ministry of Internal Affairs is a Government Ministry mandated to facilitate the legal and orderly movement of persons to and from Uganda, regulate the residence of immigrants in the country, verify and process Uganda citizenship and enforce national and regional immigration laws for the development and security of Uganda.
The Ministry is the overseer of a number of Government bodies which include; Uganda Police Force; Uganda Prisons Services and National Identification Registration Authority (NIRA), among others. The Ministry of Internal Affairs is also a member of Justice Law and Order Sector.
This Ministry has a long-term mission to ensure and maintain internal security, peace and stability. This entails ensuring that law and order is maintained, citizens and foreigners’ residence and movements are well facilitated and to oversee Uganda’s internal security. The Ministry of Gender Labour and Social Development is a Government Ministry with a responsibility to empower communities in diverse areas. The Ministry promotes cultural growth, skills development and labour productivity while promoting gender equality, labour administration, social protection and transformation of communities.
This Ministry commonly called Ministry of Gender has one of its major tasks to ensure that all Ugandans enjoy better standards of living, especially the disadvantaged and vulnerable groups.
The Ministry came into being by a constitutional requirement of the 1995 Constitution, Chapters 4 and 16 which mandates government to: “empower communities to harness their potential through skills development, labor productivity and cultural growth.” The constitution advocates for protection and promotion of fundamental rights of the poor and other vulnerable groups as well as institutions of traditional or cultural leaders.
It is comprised of the Social Development Sector (SDS) that promotes issues of social protection, gender equality, equity, human rights, culture, decent work conditions and empowerment for different groups such as women, children, the unemployed youth, internally displaced persons, the older persons and persons with disabilities.
The Ministry of Gender, Labour and Social Development (MGLSD) is the lead agency for this sector and is charged with the development and implementation of the Social Development Investment Plan (SDIP) with the mandate to empower communities to harness their potential through cultural growth, skills development and labor productivity for sustainable and gender responsive development. `
Mandate:
The mandate of the Ministry is to:

MINISTRY OF ENERGY AND MINERAL DEVELOPMENT, Irene Nafuna Muloni

The Ministry of Energy and Mineral Development is a Government Ministry to manage utilization of energy, petroleum and mineral resources for development of Uganda and its people.
The Ministry is concerned with matters such as oil and petroleum resources, energy policy, investments in mining, the establishment of new power generating infrastructure using hydro power, thermal power, solar power and nuclear power. Currently, the two largest power development projects in the country are the 183MW Isimba Power Station in early April, 2019, and the 600MW Karuma Power Station, fully coming to the national grid by 2020. A 20MW Solar plant was also commissioned in Gomba, Central Uganda in March, 2019. The viability of a nuclear-powered electricity-producing plant is being seriously considered. The Ministry is organized into five main departments to carry out its role. These are: Departments of Energy Resources, Geological Survey and Mines, Petroleum Exploration and Production, Petroleum Supplies, and Support Services which caters for Administration, Accounting, and Human Resources.

• To provide policy guidance in the development and exploitation of the energy and mineral resources.

The Ministry of Gender Labour and Social Development is a Government Ministry with a responsibility to empower communities in diverse areas. The Ministry promotes cultural growth, skills development and labour productivity while promoting gender equality, labour administration, social protection and transformation of communities.
This Ministry commonly called Ministry of Gender has one of its major tasks to ensure that all Ugandans enjoy better standards of living, especially the disadvantaged and vulnerable groups.
The Ministry came into being by a constitutional requirement of the 1995 Constitution, Chapters 4 and 16 which mandates government to: “empower communities to harness their potential through skills development, labor productivity and cultural growth.” The constitution advocates for protection and promotion of fundamental rights of the poor and other vulnerable groups as well as institutions of traditional or cultural leaders.
It is comprised of the Social Development Sector (SDS) that promotes issues of social protection, gender equality, equity, human rights, culture, decent work conditions and empowerment for different groups such as women, children, the unemployed youth, internally displaced persons, the older persons and persons with disabilities.
The Ministry of Gender, Labour and Social Development (MGLSD) is the lead agency for this sector and is charged with the development and implementation of the Social Development Investment Plan (SDIP) with the mandate to empower communities to harness their potential through cultural growth, skills development and labor productivity for sustainable and gender responsive development. `

The Ministry of Energy and Mineral Development is a Government Ministry to manage utilization of energy, petroleum and mineral resources for development of Uganda and its people.
The Ministry is concerned with matters such as oil and petroleum resources, energy policy, investments in mining, the establishment of new power generating infrastructure using hydro power, thermal power, solar power and nuclear power. Currently, the two largest power development projects in the country are the 183MW Isimba Power Station in early April, 2019, and the 600MW Karuma Power Station, fully coming to the national grid by 2020. A 20MW Solar plant was also commissioned in Gomba, Central Uganda in March, 2019. The viability of a nuclear-powered electricity-producing plant is being seriously considered. These are: Departments of Energy Resources, Geological Survey and Mines, Petroleum Exploration and Production, Petroleum Supplies, and Support Services which caters for Administration, Accounting, and Human Resources.

The Ministry of East African Community Affairs is a Government Ministry responsible for coordinating the country affairs with those of the region in East Africa.
The Ministry is the in charge of the integration process of the East African Community (EAC). The EAC is the regional intergovernmental organization of the Republics of Burundi, Kenya, Rwanda, the United Republic of Tanzania, South Sudan and the Republic of Uganda, with its headquarters in Arusha, Tanzania. These are countries which have come together to form a community that is on course to integrate various Government services and international relations protocols.
The Treaty for the establishment of the East African Community was signed on 30 November 1999 and entered into force on 7 July 2000 following its ratification by the original three Partner States – Kenya, Tanzania and Uganda. The Republic of Rwanda and the Republic of Burundi acceded to the EAC Treaty on 18 June 2007 and became full Members of the Community with effect from 1 July 2007. South Sudan joined much later.
